They should get paid by productivity and if they are producing more, they should get paid more....shorter hours should make for happy staff....

If they were put on a commision type pay business for productivity? I think they would make better money than ever. I always worked commision or percentage in my business and made a lot more money that working by the hour.

I think most of the jobs in the world base pay on hours worked because it is the most common and easiest way to calculate value for services rendered. While some jobs work well on commission like Rooster stated, and some contract jobs can be "bid" for a specific project like roofing a home, the hourly wage is still the most common.
In a factory, on an assembly line, the amount of work a person does in an hour is a constant. If he works 8 hours, he will complete 80 widgets. If he works 6, he will complete 60.
